Yanzhou had ten counties under its jurisdiction, with 16,345 households during the Kaiyuan era. After the An Lushan Rebellion, by the Yuanhe era, only 938 households remained, less than one in ten.

After a century, and further impacted by the Huang Chao Rebellion, the area has barely recovered to over 10,000 households, with a population that is only 60% of its peak.

With 5,000 garrison troops, plus 500 personal guards brought by Gao Xingzhou, they were more than capable of defending themselves, but lacked the ability to advance.

Li Yichao's Dingnan Army governs four prefectures. While any single prefecture may be inferior to Yan Prefecture, its overall strength is more than twice that of the Zhangwu Army.
